Dallas County Settlement over 2 Children’s Deaths

DALLAS (AP) — Dallas County commissioners have approved a $350,000 settlement after a constable followed policy and did not chase a man before he drowned his two sons.
The Dallas Morning News (http://dallasne.ws/1bCM6GG ) reports Tuesday's agreement avoids a trial over the lawsuit by Kametra Sampson. A jury in May sentenced her ex-boyfriend, Naim Rasool Muhammad, to death over the 2011 slayings.

Muhammad was convicted of capital murder in the deaths of his sons, 5-year-old Naim and 3-year-old Elijah. Authorities say he forced the boys and their mother into a car and drove away. Sampson jumped out and alerted a county constable, who called police.

Muhammad drowned the boys in a creek.

The constable wasn't allowed to engage in a high-speed chase under department policy. Commissioners are working to create a uniform pursuit policy.
